A Fox 6  exlusive about one of Wisconsin’s most wanted , a Milwaukee man accused of starving his son to death is on the run,the 12 year old boy was discovered by another sibling inside their father’s home, for the first time,a Milwaukee homicide  detective is sharing details about  this case…

Police are investigating the death of a 12 year old boy found  malnourshed and decomposing,a disturbing case,autopsy revealed the 12 year old had several broken bones,with details difficult to comprehend.

For Milwaukee homicide detective Michael Driscoll,this one is different.

At 6:15pm on October 10, 2023 police in Milwaukee, Wisconsin were dispatched to a house on North Elmhurst Road. A man named Romuan Moye lived at the residence with his three homeschooled children. Romuan also had a girlfriend as well but she was recently deceased. From around two weeks prior to the day in question, Romuan’s daughters had been living with their mother Yalawn Robinson. This meant the only child in Romaun’s care at this time was his youngest son Jacarie Robinson. Jacarie was 12 years old.

Romuan also has an older son, then 22 year old Jay (JM) Moye. Roughly 4 or 5 days prior to the call that dispatched authorities to the house on Elmhurst Road, JM described visiting his father outside the property. He told authorities that his dad was acting abnormal and repeatedly taking deep breaths for what appeared to be no reason. JM claims he expressed concern for his father’s wellbeing and told him to stay in contact before leaving. JM never entered the house that day.

In the following days JM and Romuan exchanged messages about the daughters coming over to the house to visit with their father and little brother Jacarie. Romuan agreed to this but when JM attempted to drop off his little sisters on October 8th, no one answered the door. Ramuan responded via text message saying he wasn’t home. This was the second time JM had been to the house and no one answered the door.

JM was deeply concerned about his father. Romuan had told him that he’d been diagnosed with cancer a few years prior to 2023. In the past month he furthered his claim telling his oldest son that the disease had progressed leaving him with very little time left to live. Upon learning this revelation, naturally JM wanted to spend more time with his dad. But unfortunately, Romuan became evasive and avoidant.

On October 10th JM found himself at his father’s door once again with knocks answered by no one. He called out to his father saying, “If you’re in there, please come out.” But still no one responded. Fearing something badly wrong, JM let himself into his fathers house. And as he made entry, he was confronted with a terrible odour. What he found in that house left him in shock, crying uncontrollably, and prompted the call that dispatched authorities to the house.

What you’re about  to see is the body cam footage from the officers that responded that day to the house on  Elmhurst Road.

Yellow police tape often means limited access to an area, while red  tape is used to  express a dangerous or more serious crime scene .

Red is also an indication that the taped off section is strictly prohibited.

It’s  hard enough to try and comprehend what the cops saw in that house,the mess and  mold  everywhere was hard to fathom.

How could someone live like that? how long had that child been there? and  of course,how did  he end up there? these were the questions on everyone’s mind.

But when you considerthat the original person who discovered the body and  called it in was the victim’s own relative , JM found his  little brother , Jakarie , on the living room floorunder a cover  with part of his face eaten away.

The 12 year old boy was skinny and barely recognizable.

The cops questioned JM on the scene where he  shed more light on those living in the house on Elmhurst.

In the videos , witnesses faces were blacked out by law enforcement before the media  could be released,now , as the case has been closed,many redacted names have been revealed.

Multiple  neighbors in the area were questioned,but hardly any could provide more insight regarding life inside the house on  Elmhurst.

Most of them recalled the girls living there ,but hardly any of them remembered seeing Jacarie at all ,if they did  recall him,it’ been a while  since they’ d seen the kid.

One local resident  came forward with some information that just might paint a darker picture of what happened the day Jacarie was found.

Specifically ,a haunting detail involving the moment JM  went into  that house on  October 10th.

This possibly inebriated lady seems to be implying that just  before cops arrived ,Romuan J. Moye himself exited the house,reciting expletives just after a car with a women in it sped a way from the house ,no further notes indicate exactly who this was or what time it happened exactly.

When the  autopsy  was conducted , it found that Jacarie had a healing fractured right  humerus,the doctor noted that this injury was very large and an irregular pattern  for  a fracture.

The boy ‘s left humerus was also fractured, then two additional healing   fractures  were found  on the child’s ribs, news reports called this a case of  neglect ,but it’s clear that there is so much more to  this terrible story.

After the discovery at the house on Elmhurst, Romuan’s mother,Jacari’s grandmother,  sent a message to  Romuan,  shetold him to turn himself in because he was goingto prison for life,he responded back that he was going to die and he wouldn’t be around for that.

With so many unanswered question about how something so horrible could have happened to a 12 year old boy,one massive question needed  to be answered  first…where was  Romuan J. Moye?

Wherever he went, he was now one of Wisconsin’s most  wanted.

All cases are big, but this one has deeply  disturbed everyone involved.

 detective  driscoll has been investigating Since  the body of 12 year  old Jacarie Robinson was found inside his father’s north side home in October  of 2023.

Investigators describe the home covered in busches from the outside as a places of horrors within, three kids living there with their father, 45 year old Romuan J. Moye, controlling everything,the conditions inside the house were unlivable,human feces,urinating in jugs.

Investigators say Moye often used food as punishment with strict rules for when the kids could eat, he deemed Jacarie as bad,simply for being hungry.

He was beaten ,he was choked, he was stabbed.

Two weeks before the boy’sbody was found,his siblings were  sent away, an older brother grew suspicious and found little Jacarie covered with a blanket on the living room floor.

He spoke  with  Fox 6 on the phone in the days that  followed ,focusing more on the boy’s short life” he was my  everything”.

Their father hasn’t been seen or heard from since, he was charged  with  homicide , a warrant was issued for his arrest.

Milwaukee Police and  US marshals  are actively searching for him.

It’s beleived the 45 year old is  still in the area.

A person like this needs to stand before justice, Detective  Driscoll trying to honor a little boy’s life by searching for his killer,giving the 12 year old something he  says  his father never could.

“Jacari just  needed to thrive,he needed love”

After 4 months on the run to avoid answering questions regarding the death of his son,authorities finally received some information that led them to the man they’d been looking for.

Moye  made his  initial appearance in the  Milwaukee County Court where he faces several charges.

Including first -degree reckless homicide,chronic neglect of  a child,causing death ,and bodily harm and failure to report the death of a child.

Officers hoping Moye’s arrest can bring the family of the little boy one step closer to closure.

Romuan J. Moye  actually hadn’t gone  very far, according to him, he’d been in a local shelter and then just hanging out downtown.

He was questioned by  detectives that were at the actual crime scene, one of them was the one that spoke to  Romuan’s  older son.

Troughout  Romuan’s interview, he showcases this odd stutter,not sure if it was something he always had or if it was something he  developed in light of recent events,he also talk very low into mumbles .

Building report is the most important thing an interrogationg officer can do, we can  already see this at work here, multiple  cigarettes are on the table for the suspect to consume at his own pace.

The cuffs are off and the door to the room has been left open,however there is a caveat to the situation,Romuan was taken in on a warrant,his not free to leave.

And the layout of the seating in the room makes that obvious,Romuan is sat in a corner while the two detectives and the table block him in.

If this was Chess,mr Moye would be in check,the  answers he provides during questioning will decide if that will graduate to checkmate or not.

Let’s make note of this information .

-Claimes Jacarie passed Oct .3rd

-Found on Oct. 10th high  degradation

-Romuan  gone 7 days before the death.

-Starving 12/ yo boy , est. 6 to 8 weeks.

but when the child was found on October 10th,there was significant degradation to the condition of his body he was badly malnourshed and part of his face was already  gone.

If  Romuan  was in the hospital for a week at the time of the kid’s death,there’s no way for the body to havedecomposed this fast.

Furthermore,in order for a 12 year old boy  to starve,estimates indicate at least 6 to 8 weeks ,in some cases , a few months.

Regardless Jacarie absolutely did  not  starve to death in 7 days, sure one could die from water in just a few, but not food,if  Romuan  was around Jacarie in the weeks leading up to his death,he would 100%  have seen the boy  dying…

Romuan said he wasn’t in the house for the last 2 days,assuming he means  the last two days of Jacarie’s life.

this means the child was  only alone on October 1st and 2nd before Romuan  found him dead on October 3rd.

2 days  is not even enough time for someone to die of thirst, unless of course the boy was already in terrible condition before Romuan  left him there.

Romuan ‘s statement is a contradiction to what he said earlier.

They  are most certainly not there to help Romuan , but appearing as though they are is the best way to keep him talking,that’s why these detectives are being so nice to him.

I get it, but what’s a couple cigarettes , manipulative manners , and fals kindness if it inches us closer to justice for a little bo?

Ah, they could come in there and bad cop,bad cop, bad cop the hell of Romuan, but at the end of the day,he’d just clam up  ans shut down the interview, or he’d ask for an attorney,one who’d likely claim any information given during the interrogaton was done so under duress, and that could make it void in court.

These  overly  nice cops are doing exactly what they should  do.

So, Jacarie was clearly isolated from his two sisters when they lived in the house,Romuan claims he just gave up everything after Sarah died and links this to the reason Jacarie starved to death.

But he still managed to feed and somewhat look after the girls during this time  he was even aware enough to send them to their mothers once he noticed their brother had passed away.

As much Romuan claims he just gave up on everything,the more he talks, the more it sounds like he just gave up on Jacarie ,regardless,losing a girlfriend is no excuse to beat and starve  your 12 year old son to  death.

Romuan often left a 12 year old boy and his two older sisters  alone in the house for extended periods of time with no one to look after them, he expected the teenagers to mother Jacarie while he was downtown with his girlfriend.

Of course , a 12 year old boy is going to rebel when his father is never home and his mother’s been banned from seeing him .

But how  Romuan could break and crack multiple bones on a 12 year old boy before starving him to death and not   realize he was doing it , i don’t buy it when he says Jacarie never complained.

It oddly convenient how well  Romuan can remember events like sarah  dying on July 8th and Jacarie dying on October  3rd ,yet when asked questions that directly correlate to how his son died,his  memory goes fuzzy for some reason.

Also find it odd that a starving 12 year old boy, who Romuan claims is just so defiantly out of control,would strictly obey orders not to eat while surrounded by food.

Especially while his dad is either not home or passed out high on the couch, Romuan wants us to believe that this extremely disobedient little boy obeyed a do not eat ordet to the point that it killed him,all the while,no one was actually enforcing the order,that doesn’t make a lick of sense.

Earlier in the nterview, Romuan claimed that Jacarie never complained  about the beatings,but now he’s admitting that the boy cried after them.

These attacks were roughly three times a week with a weapon strong enough to break bones,bones of an already  starving young man.

All for what? taking food from the kitchen of his father’s house when he’s hungry?a few cuss words?

The truth is, Romuan has yet to divulge details regarding a single specific incident that shows Jacarie’s behavior  was extreme,not that would change  anything because nothing warrants breaking bones or starving a 12 year old child  to death.

Romuan goes on to explain that the main  reason Jacarie wasn’t allowed  to go to his mom’s house is because his oldest daughter had come back from their and began being disrespectful to him .

He claims Jacarie’s mother, Yalawn Robinson was telling their daughter that she didn’t have  to obey Romuan.

Of course, this is a ridiculous reason to withhold someone’s son from them for years, and “bullshit”  reasons ar not  excuses.

Romuan  continues to maintain that the longest he remembers not feeding Jacarie was for 2 days, and he says he can’t remember  the worst whooping he ever gave the child.

Oh ,well , that’s super convenient…When  Romuan was asked if he ever went two days without food himselfs,he states “no”.not  that  he can remember.

But now the detective wants to know specifically what stopped Jacarie from eating, especially considering the fact that there was food in the house and Romuan claims he often wasn’t even there.

The detective told  Romuan that  Jacarie had food in his pockets,so now ,this key detail throws every excuse Romuan has  tried to make out the window…

 Think about it for a moment ,12 year old  Jacarie Robinson starved to death with food in his pockets, could the maltreatment of this child actually be worse than we  realize?

was Jacarie  actually bound up in that house somewhere,he could have been isolated in a confined space like a closet or bathtroom,but the truth may run us to even darker places.

If someone can starve to death with food  in their pockets,you would assume they’re either paralyzed or their hands were bound,in Jacarie’s case -the latter.

Maybe his hands were bound behind his back.

there’s no way in hell that Romuan didn’t see Jacarie’s condition getting worse and worse, Romuan wanted him  to die,if part of  Romuan’s sick form of punishment was to place food in Jacarie’s pockets while making that food unobtainable.

It’s possible ,but right now we just don’t know.

For the record,there’s no evidence mentioned that indicates Jacari had been bound,but his state of decomposition was quite advanced.

Of course Romuan  might have just come home on the third,discovered the food in Jacarie’s pockets and then smothered  him to death,this too could be possible

But also w0nder  about the exact date of Jacarie’s death,partially because of the decomposition stage ,but also something else,remember that according to Romuan,he wasn’t even in the house for 2 to 7 days prior to the date of the death on October 3rd.

But other people were , a 15 year old and a 17 year old,his daughters ,but October 3rd is also the day he sent his two daughters to their mother’s house.

If Romuan is telling the truth about when Jacarie died, the girls would have had to have known their 12 year old brother was in the house this entire time while their dad wasn’t , so who was feeding Jacarie? or making sure he had water? where  the sisters instructed not to?

But it just doesn’t make sense, something doesn’t add upp , wonder  if Jacari was indeed dead longer than Romuan claims.

And then ,odors began to make it impossible for him to hide the body from his daughters any longer,how long were those sisters left in that house with their brother’s dead body?

A gues to say ,quite a while , of course ,these  are just opinions and thoughts.

The cop was clearly pulling a move  to get further incriminating evidence against Moye, that’s not suprising, that’s expected and warranted.

What is surprising is that Moye thinks a text message to his cousin is a good enough apology to everyone for beating and starving his son to death.

Jacarie wasn’t just his  relative, Jacarie was a cousin, a brother , a newphew, and a grandson to other people , not to mention  someone else’s son.

This shows you just how cold Romuan is.

Before his interview concludes , Romuan J. Moye goes on to claim that Jacarie’s behavior got bad when he began spending a lot of time with Sarah.

Sarah lived downtown and Romuan claims she didn’t want him out of her sight,he stated that she would complain about having bad thoughts when he wasn’t  around.

this he says, caused him to have to split time between his kids and  her alegedly, Sarah and  Romuan were supposed to get married the day before she unalived hereself,which is an odd time to self- deaprt.

The only time in Romuan ‘s interview where he really broke down  and his emotions got the best of him was when Sarah’s passing was mentioned at the start ,but he speaks about his son with such disdain, like Jacarie was a hassle or an object in the way.

You could only wonder if he blamed his son for Sarah’s untimely departure from this earth,  like some kind of sadistic form of grieving resentment.

This too might run deeper and darker than we anticipate.

Why would Sarah , a day before marrying the man of her dreams ,suddenly decide to end everything?

Obviously , there’s no evidence  Romuan had anything to do with her death but we know he’s certainly capable of causing death to someone close to him, and he’s capable of doing it in a sadistic way.

Cracked bones, starving while food is on the shelves of the crime scene and even  in the 12 year old victims pockets..

One certainly has to wonder about the details surrounding Sarah’s death , unfortunately, i couldn’t find out any more information about her…

Actually , as of now , that’s not entirely true, source claims as follows.

While Sarah and Romuan were together, they weren’t due to get married the day after she past, apparently the  relationship was abusive.

He also allegedly convinced Sarah of a lot of strange things,one being that he had cancer,well, he didn’t, nor  did Sarah,in fact she wasn’t ick at all, but there are rumors that Romuan might have been schizophrenic.

Family and former co-workers of Sarah claimed that she told them multiple  times over the years that if something were to happen to her-it was Romuan.

When Sarah’s autopsy was performed ,they couldn’t find a cause of death,but according to the  source,Milwaukee refused to investigate because they figured Romuan was going away for long enough for what he did to Jacarie.

There also  wasn’t a definite cause of death  determined for Jacarie either,at least not one on record,what if Jacarie and Sarah didn’t die the way it’s been  assumed?

There is an image of Jacarie online that seeems to be from a CCTV  screen grab and some people think it looks like he’s been drugged, this might  explain how Romuan kept him from eating.

Romuan also claimed that Sarah took a bunch of pills on purpose to unalive herself,if the devil’s truly in detail, could this been an accidental clue? surely,in Sarah’s case ,if there were evidence left behind  that indicated foul play,it would have  triggered an investigation ,so how cauld  one go about committing murder and leave behind very little evidence?

Well,i’ll tell you ho it might be possible , someon could be drugged with a substance like GHB and then smothered to death,GHB can be almost completely out of your system in less time than it takes for you to wake up from its effects .

According to a study listed on scienceDirect.com, smothering someone with a soft material,like a pillow or blanket or a blue blanket maybe would be extremely difficult to diagnose .

Especially in cases involving,get this,children ,elderly, or people  under the influence of drugs and alcohol.

Due to these people  being  less capable of defending themselves, when it comes to smothering,trace evidence is subtle and injuries are often minor.

Fibers found around the mouth of the body may help determine whether or not the person was a victim of a crime .

The cops  specifically asked Romuan why he wrapped Jacarie’s body up in that blue blanket. you would wonder if there were any blue fibers around his mouth

Also if  Sarah  Nicole was found in a similar mannere, of course ,no one’s going to test for smothering unless there’s actual suspicion that’s the way the person died,anyway,it’s just a hunch and a theory.

september 1st,2024 .

Moye pleads guilty and a judge sentences Moye to 47 and a 1/2 years in prison , followed by 20 years of supervised release.

Moye is  currently serving his sentence at the Green Bay Correcional institution

If released, he will be 94 and 1/2 years old….
